Special Structure: counter support

Counter support means having too much Shield and very weak Strength. In such situations, Strength is not able to accept the supporting from Shield, and Strength is actually restricted by the Shield. Like: too much Wood would choke little Fire; too much Earth would bury little Metal etc…
